Organizations Working on Education Technical Assistance and Cooperation Meet in Mexico to Strengthen Literacy Policies in Latin America and the Caribbean

More than 50 representatives of education technical assistance and cooperation organizations from six Latin American and Caribbean countries, convened by Fundación Instituto Natura together with UNESCO, are meeting in Guanajuato and Mexico City for the 2026 Literacy Immersion Days to exchange knowledge and practices on the government literacy policies they support.

Previous editions took place in Brazil in 2024 and in Argentina in 2025. They aim to mobilize cooperation among Argentina, Brazil, Chile, Colombia, Mexico, and Peru to provide ongoing support to strengthen institutional capacity in literacy policies. These policies seek to ensure that girls and boys acquire the basic skills of reading, writing, and mathematical thinking, the foundation for learning and cognitive development.

In Latin America and the Caribbean, more than 40% of third-grade primary school students still have difficulty with reading comprehension. Educational communities have the technical knowledge and experience to address this challenge. Cooperation and spaces that make it possible, such as the Literacy Immersion Days, are therefore essential for institutions to identify and design practical, sustainable strategies and compare them with others.

The first segment of the event took place on 21 and 22 September in Guanajuato and highlighted the state's literacy policy, supported by Fundación Instituto Natura, UNESCO, and various partners. It is part of a nationwide effort that now includes 11 Mexican states, with the participation of more than 22,000 schools, over 55,000 trained teachers, and more than 1.3 million children benefiting.

"The results (of implementing the policy) show that in third grade, the percentage of students reaching the expected levels in reading rose from 67 to 88 percent," said Guanajuato's Secretary of Education, Luis Ignacio Sánchez Gómez, on the second day of the event, which was led by the Governor of the State of Guanajuato, Libia Dennise García Muñoz Ledo.
